Mustafa Serdar Köksal received his B.Sc. degree in Biology Education from İnönü University. Following his undergraduate studies, he chose to focus on research in science education and was admitted to the master’s program at Gazi University. He earned his M.S. degree in Science Education from Gazi University, then earned another M.S. degree in Science and Technology Policy from Middle East Technical University and completed his Ph.D. in Science Education (Biology Education and Gifted Education) at Middle East Technical University (METU), Türkiye. He focused on gifted and advanced learners and workers in all of his theses. During his doctoral studies, he worked as a visiting scholar at the Department of Science Education at Florida State University, where he collaborated on a project focusing on inquiry-based teaching.

Prof. Dr. Köksal has been a faculty member in the Department of Special Education at Hacettepe University since 2015, where he teaches courses on gifted education and science education. Prior to this appointment, he worked as a research assistant in the Department of Science Education at Bülent Ecevit University and later served as Assistant Professor and Associate Professor in the Department of Science Education at İnönü University.

His research interests include scientific literacy among gifted students, gifted education, and the nature of science. He has participated in several national research projects and contributed to the development of the Turkish Science Curriculum for Gifted Students, implemented in September 2019.

Prof. Dr. Köksal served as an editorial board member for the International Journal of Biology Education, the Journal of the American Academy of Special Education Professionals, Gifted and Talented International and Education and Science. He also granted with Hacettepe University Science Award and BAGEP. He also served as the co-chair of the International Congress of Gifted and Talented Education (IGATE-2018) , the co-chair of the International Congress of Gifted and Talented Education (IGATE-2019), the co-chair of the International Congress of Gifted and Talented Education (IGATE-2021)and the co-chair of the International Congress of Gifted and Talented Education (IGATE-2025). 

He also completed Koksal Evaluation Battery Project and ZUGI KIDS APP project for supporting cognition and higher-order thinking as Technology Development Projects.
