Gökçearslan completed his primary and secondary education in Ankara and earned his bachelor's degree in 2002 from Hacettepe University, Department of Computer and Instructional Technologies Education (BÖTE). He completed his master's degree (2005) at the same university and department, and received his PhD (2013) from Ankara University's Educational Technology program through distance learning with a thesis on computer programming education.
He has served as department chair and assistant chair in the Department of Informatics at Gazi University and as a manager at the Distance Education Application and Research Center (UZEM). He currently serves as a manager at HUZEM at Hacettepe University. He is the Chairman of the Board of Directors of the Artificial Intelligence and Digital Transformation Association.
His research focuses on generative artificial intelligence, human–artificial intelligence interaction, problematic technology use, distance education, computer programming education, individual characteristics and learning.
