Özet

Events in the West from the XVIIth century on, had brought an uncompetitive advantage for Europe not only in political and economic but also in scietific terms. Having understood that modernization is inevitable to regain its former strengh, the Ottoman Empire made an effort to renovate its own institutions and to employ its own experts in this institutions. However, as training its own experts would require a long procedure, therefore it also needed foreign experts during this period. The majority of experts coming from German lands from fields of military and (military) medicine is remarkable. In this study, the subject of military experts and doctors which are brought and employed intensely from Prussian-German and Austro-Hungarian lands will be handled. The study firstly bases on archivals of the Ottoman Archive in Ankara, German Newspapers of the mentioned period and major studies written about foreign experts.
