Özet

The aim of research is to investigate strength, weak, opportunity and threats of District Educational Office in Rural and determine how they use these factors by considering their partners' point of view with SWOT, an element of strategic planning. The study is in form of a simple scanning model which is not intended to set out any relation with situation.
