UMREK (2023) and UMVAL (2022) Codes are standards developed to provide transparent and reliable information to investors and shareholders in the mining sector in Turkey. The UMREK Code covers the reporting of exploration results, mineral resources and mineral reserves, while the UMVAL Code contains the valuation of mineral properties. The two codes provide minimum standards and guidelines that guide competent persons and mineral property valuators in public reporting. The interaction between UMREK and UMVAL Codes is important as it reveals the relationship between technical assessment and valuation and determines the roles of mineral property valuators and competent persons in the valuation study. In this study, the interaction between the codes is examined under two main headings: the place of the UMREK Code in the UMVAL and the relationship between the technical assessment requirements of the UMVAL and the UMREK and the roles of the mineral property valuators, competent person and technical experts in this relationship. In addition to the UMREK relationship, UMVAL was compared with four national valuation codes (CIMVAL, SAMVAL, VALMIN and SME Standards) in terms of property valuator, nature of the technical assessment, field and report types. The results show that the direction of interaction is from UMREK to UMVAL and that UMVAL is similar to CIMVAL, SAMVAL and SME Standards.
UMREK (2023) ve UMVAL (2022) Kodları, Türkiye'de madencilik sektöründe yatırımcı ve hissedarlara şeffaf ve güvenilir bilgi sağlamak amacıyla geliştirilmiş standartlardır. UMREK Kodu; arama sonuçları, maden kaynakları ve maden rezervlerinin raporlanmasını, UMVAL Kodu ise maden sahalarının değerlemesini kapsar. İki kod, halka açık raporlamalarda yetkin kişiler ve maden sahaları değerleme uzmanlarına yol gösteren minimum standartlar ve yönergeler sunar. UMREK ve UMVAL Kodları arasındaki etkileşim, teknik değerlendirme ve değerleme arasındaki ilişkiyi ortaya koyup, maden sahaları değerleme uzmanı ve yetkin kişilerin değerleme çalışması içindeki rollerini belirlediği için önemlidir. Bu çalışmada kodlar arasındaki etkileşim iki ana başlık altında incelenmiştir: UMREK Kodu’nun UMVAL içindeki yeri ve UMVAL’in teknik değerlendirme gerekliliklerinin UMREK ile ilişkisi ve bu ilişki içinde maden sahaları değerleme uzmanı, yetkin kişi ve teknik uzmanların rolleri. UMREK ilişkisine ek olarak UMVAL, dört adet ulusal değerleme kodu (CIMVAL, SAMVAL, VALMIN ve SME Standarts) ile değerleme uzmanı, teknik değerlendirmenin niteliği, saha ve rapor türleri açısından karşılaştırılmıştır. Sonuçlar, etkileşimin yönünün UMREK’ten UMVAL’e doğru olduğunu ve UMVAL’in, CIMVAL, SAMVAL ve SME Standarts ile benzer özelliklere sahip olduğunu göstermektedir.
