The aim of the study is "to determine whether there are appropriate conditions or not for the realization of the transferring in terms of the special provincial administrations by getting opinions of special provincial administration directors about the transferring of the public libraries to the special provincial administrations". The research universe consists of all the special provincial administrations in Turkey. Accordingly, research universe covers a total of 973 special provincial administrations including 81 cities and 892 districts in Turkey. The surveys prepared for the research was sent to 81 city and 81 district special provincial administrations in Turkey between 15th of November 2011 and 15th of January 2012. Out of all administrations, 66 city and 59 district special administration directors answered to the surveys with their responses. Thus the universe was sampled with a total of 125 directors. Results of the research show that most of the special provincial administration directors in Turkey are unwilling to the transferring of public libraries to the special provincial administrations in the existing conditions. The directors also believe that no change will occur in the public library services in general and the public libraries will generate unnecessary workloads for the special provincial administrations in case of the transferring.
