Digitalization of Humanitarian Aid: Turkish Red
Crescent Debit Card (Kizilaykart)
The need for humanitarian aid
increased in this century as international migration waves got more frequent
and have been affecting increasing number of people. At the same time, we are
also witnessing a speedy change in the field of humanitarian aid in the 21st
century due to the development of technology. The aim of this presentation is
to come up with a frame of what digitalization means in the field of
humanitarian action (HA) for refugees based on the related literature. With
this frame at hand, Kizilaykart in Turkey as a case of digitalization of HA is investigated
for determining whether it can be shown as an example of good practice. For
this aim, literature about the roles of NGOs in HA besides digitalization and
the roles of NGOs in HA were investigated. After this investigation, the case
of Kizilaykart by The Turkish Red Crescent is evaluated to determine whether it
can be considered as an adequate case of digitalization in HA towards refugees
in Turkey. The presentation concludes that Kizilaykart can be considered as a
good example of digitalization of HA in terms of transparency, awareness
raising and supporting human rights with some room for improvement in other
areas. The areas that can be improved are receiving feedback from beneficiaries
and promotion of participation from all parties related to HA processes.
