Turkey hosts 3.6 million Syrian refugees and more than 1 million of that number are school-aged children (5–17 years old). The school enrollment ratio for Syrian refugee youth is 61.4%, meaning four out of ten school-aged children cannot access education. This chapter evaluates the legislative and institutional framework of educational services for Syrians in Turkey by analyzing the determinants of early school leaving in order to develop evidence-based policy proposals. The data source for the study is the 2018 Turkey Demographic and Health Survey Syrian Sample and a binary logistic regression method was employed for a multivariate analysis. School enrollment for this group is critical in preventing the social loss of a generation. This chapter presents important findings regarding early school leaving and empirically demonstrates how child marriages, poverty and financial deficiencies, child labor issues, length of stay in Turkey, plus age and level of education, all play a role in early school leaving among refugee children.
