Abstract

The studies on administrative capacity in public administration have progressively been increasing. The administrative capacity has a significant role in the efficient and effective implementation of public policies. It is acknowledged in the literature that the administrative capacity is an umbrella concept that includes several components. In this regard, evaluating the administrative capacity initially requires setting apart its components. One of the most important components of the administrative capacity is electronic participation (e-participation), which has become important in the recent years. E-participation that is regarded as public participation in processes of policy making, implementation, and delivery of public services of administration via information and communication technologies has significant benefits in improving the administrative capacity. The aim of this study is to analyze the potential benefits of electronic participation that has widely been employed in governments in the recent years for the administrative capacity. The study finds that e-participation contributes to the administrative capacity at the democratic level by strengthening of legality of the administration, providing trust for the administration, ensuring accountable and transparent administration and also at the economic and administrative level by using resources appropriately and accurately, storing current and new information with low cost, carrying out public services and policies rapidly with high quality and low cost, and improving qualities of leadership.
