Turkey has implemented radical structural reforms in the field of education during its harmonization process with the European Union. In this context, in the last decades, the Ministry of National Education (MoNE) has implemented comprehensive EU projects towards integration with the European Union education policies. In the relevant literature review, it was seen that there are limited studies that evaluate the policies, strategies and practices that Turkey has been involved in and implemented in the European Union harmonization process in a holistic manner. Based on this gap in the literature, this research aimed to evaluate the European Union-supported "Strengthening the Vocational Education and Training System Project", "Basic Education Support Program" and "Modernization of Vocational and Technical Education" projects implemented by the Ministry of National Education. In this study, which was conducted based on qualitative research method, a holistic single case design was used and the data was analyzed by document analysis method. A total of ten documents were reviewed within the scope of the study. It has been concluded that the educational projects implemented based on the analysis and evaluations made significant contributions to Turkey's harmonization process with the European Union.1
Türkiye, Avrupa Birliğine uyum sürecinde eğitim alanında radikal yapısal reformları hayata geçirmiştir. Bu kapsamda son on yıllar içerisinde Millî Eğitim Bakanlığı (MEB) Avrupa Birliği (AB) eğitim politikalarıyla bütünleşme yolunda kapsamlı AB projelerini uygulamıştır. İlgili alan yazın taramasında Türkiye’nin Avrupa Birliğine uyum sürecinde dahil olduğu ve uygulamaya geçirdiği politika, strateji ve uygulamaların bütüncül bir şekilde değerlendirildiği çalışmaların sınırlı olduğu görülmüştür. Alan yazındaki bu boşluğa dayalı olarak bu araştırmada MEB tarafından uygulanmış olan Avrupa Birliği destekli “Mesleki Eğitim ve Öğretim Sisteminin Güçlendirilmesi Projesi”, “Temel Eğitime Destek Programı” ve “Mesleki ve Teknik Eğitimin Modernizasyonu” projelerinin değerlendirilmesi amaçlanmıştır. Nitel araştırma yöntemine dayalı yürütülen bu çalışmada bütüncül tek durum deseni kullanılmış olup, veriler doküman analizi yöntemiyle çözümlenmiştir. Çalışma kapsamında toplam on doküman incelemesi yapılmıştır. Yapılan analiz ve değerlendirmelere dayalı olarak hayata geçirilmiş olan eğitim projelerin Türkiye’nin Avrupa Birliğine uyum sürecine önemli katkılar sunduğu genel sonucuna ulaşılmıştır.
