In this study, elementary school teachers' mostly used measurement and evaluation methods or instruments was determined by pair-wise comparison method. The research included 202 elementary school teachers from 10 different schools in Ankara at 2011-2012 academic year. 8 technics and instruments which used in the pair-wise comparison scaling instrument selected from teachers book. As a results of the study teacher prefer using performance base assessment. This was followed by interview, observation, peer evaluation, self-evaluation, portfolios, assessing group work, and diary.
