© 2022. Milli Egitim.All Rights ReservedThe aim of this research is to analyze the historical development of organizational structure and management styles of Mongolia and Turkey. The data sources of this study, which is carried out with document review, are legal documents obtained from MECSS and MONE’s official websites, relevant reports published by organizations such as OECD, UNESCO and various scientific publications. Qualitative data collected through document review were analyzed with descriptive analysis. As a result of the research, it was determined that the secondary education systems of both countries were established based on social-economic changes. The historical processes and organizational structures of the education systems of the two countries after the 1920s are similar. In both countries not only in the management system but also in the structure there have been many changes that lead to uncertainty. It is recommended that the two countries should cooperate with other education systems in order to improve the secondary education system and regularly monitor their strategic plans and implement an inspection system.
