Fuzzy Linguistic Summarization in the Electronic Communications Sector: Protoform-Based Natural Language Insights for Digitalization and Decision Support

Abstract
The electronic communications sector, while encompassing service provision, network operation, and equipment supply in its traditional operational framework, has evolved beyond this to become a strategic data source through which regional digitalization capacity and socio-economic development can be empirically examined via access levels, usage dynamics, and technology transformation indicators. Among these data sources, fiber infrastructure data, mobile internet usage statistics, and broadband subscription figures stand out as the core indicators. Analyzing these data not only yields valuable insights into levels of digitalization and infrastructure development but also facilitates the correlation of socio-economic characteristics with fiber access, mobile internet usage, and broadband subscription rates. However, the multi-dimensional and time-varying nature of these data presents significant challenges in their interpretation and evaluation, particularly for decision-makers. In this context, the present study proposes a protoform-based fuzzy linguistic summarization (FLS) framework designed to represent data from the electronic communications sector via natural language expressions, with an application and demonstration performed on Türkiye's 2024 sector data. The findings reveal that FLS techniques can be employed as an innovative tool to strengthen decision support processes in the electronic communications sector.
