Purpose: Children receive support from their families, preschool institutions, or out -of -school education/life centers such as libraries to internalize and learn all the stimuli they are exposed to. When providing services to children, children's libraries have to cover important issues such as "relevance to the child," "equal opportunity," "knowledge of developmental period characteristics," "early intervention," and "life skills." Therefore, it is necessary to develop education programs suitable for children's age, developmental level, generational characteristics, individual differences, and special needs. The purpose of the study is to create an education program that has been developed to create and support life skills in children's libraries and enables the experience of original activities by preschool children within a plan. Method: The work is based on certain stages. In the design process, the first stage, the literature review, application examples of different library programs, and children's universal developmental period needs were discussed together. In the second stage, original activities, stories, and materials were created. In the last stage, the measurement and evaluation technique was determined. Findings: The content of the program, consisting of 24 play activities, 24 stories, and 24 puppet theaters, was planned and presented to the field experts. After the arrangements were made in line with the feedback from the experts, the program was finalized and made ready for implementation. Conclusion: The library program model, which was developed in three different modules, took its final shape with the opinions of field experts. As such, the library program is ready to implement life skills in children's libraries within a program. Originality: It is thought that this theoretical study will make an original contribution in terms of increasing the quality of life of children, laying the groundwork for information literacy skills and lifelong learning, and will enrich the field by enabling academicians from different fields to conduct new studies.
