Özet

The social, political, and economic developments that transpired in the second half of the 20th century, coupled with dominant forces such as globalization, digitalization, and technological advancement, have profoundly shaped the trajectory of numerous domains, particularly public administration, which is the focal point of this study. These factors have directly influenced and transformed various aspects of public administration, most notably the delivery of public services. The success of initial steps taken in this direction, along with their swift adoption by citizens, has heightened states’ interest in this domain, therebyaccelerating related initiatives. Today, e-Government, representing the most significant manifestation of technology in public administration, along with its associated applications, continues to evolve with each passing day. These applications, encompassing both their advantages and inherent risks, have become widely accepted as an integral part of everyday life. Within this context, this study seeks to examine the evolution of public administration from past to present, with a specific focus on the concept of e-Government, guided by the research questions: “What is the impact of digitalization and technological development on public administration?” and “How does e-Government adapt public services to digital platforms, and in what ways does it transform the structure of public administration?” The research is grounded in a comprehensive review of relevant literature, supplemented by a document analysis based on current data and enriched by examples of diverse e-Government applications from countries that have achieved success in this field, thereby enhancing its originality. The study aims to contribute to the scientific literature and serve as a resource for emerging researchers in the field.
