Using the method of literature review, the analysis evaluates how artificial intelligence can be integrated into the stages of the public policy process: recognizing issues, developing policy solutions, putting them into action, and assessing their outcomes. A comparative analysis based on the examples of the United States, South Korea, China, and Turkey highlights the governance capacities, ethical frameworks, and implementation levels of these countries concerning artificial intelligence, revealing the strengths and weaknesses of Turkey within the context of developing countries. Furthermore, the study addresses the legal, ethical, and societal impacts of artificial intelligence, analyzing issues such as governance crises, algorithmic bias, and lack of accountability. In the final section, applicable and value-based policy recommendations are developed for developing countries like Turkey. These recommendations focus on key areas such as algorithmic transparency, data governance, institutional capacity building, and citizen participation. The study emphasizes that artificial intelligence in public policy is not merely a technological tool but a paradigm that transforms the very understanding of governance.
