Türkiyede son yıllarda izlenen yerelleşme politikasının en çok tartışılan ve hassasiyet gösterilenkonusu yerel özerklik sorunsalıdır. Yerel özerkliğin üniter devlet ilkesi ile uyumlu olup olmadığıtartışılmaktadır. Yeni yerel yönetimler yasalarını eskilerinden ayıran temel farklardan birisi, yerelyönetimlerin idari ve mali özerkliği ne yapılan vurgudur. Türkiye Cumhuriyeti Anayasasındaise, yerel yönetimlerin özerkliğine doğrudan atıf yapılmadan, sadece yerel yönetimlerin kuruluş,görevleri ve yetkilerinin yerinden yönetim ilkesi ne uygun olarak düzenlenmesi gerektiğibelirtilmiştir. Bu bağlamda, yeni yerel yönetim yasaları ve kimi siyasal çevrelerdeki yerel özerklikbeklentileri ile Türkiyedeki geleneksel yerel yönetimler anlayışının ne kadar uyuşacağı tartışmalıdır.Bu Çalışmada, Türkiye genelinde il belediyeleri üzerinde yürütülen alan araştırmasının sonuçlarıyla,belediye siyasetçileri ve yöneticileri tarafından yerel özerkliğin nasıl algılandığı-yorumlandığı;gelişmelerin, eksikliklerin ve/veya buna dair kaygıların neler olduğu; yerel özerkliğin sınırlarınınnerede durması gerektiği vb. konular ele alınmıştır. Böylece, Türkiyenin yakın gelecekteki enönemli siyasal-yönetsel sorunlarından biri olma potansiyeline sahip yerel özerklik tartışmasına sözkonusu amprik araştırmanın bulguları çerçevesinde katkı sağlanmaya çalışılmıştır.
The most controversial and sensitive issue of decentralisation policy carried out in Turkey in recentyears is local autonomy problematique. The compatibility of local autonomy with the principle ofunitary state has been discussed. One of the most important difference between the new and previouslocal governments laws is the emphasis on local governments administrative and fiscal autonomy.Whereas, without any direct reference to the autonomy of local governments, it is only stated inthe Constitution of Turkish Republic that organization, duties and authorities of local governmentsshould be regulated in accordence with the decentralisation principle . In this context, to whatextent new local governments laws, expectations of local autonomy in some political circles and thetraditional local autonomy approach in Turkey will be matched-up is controversial. In this Paper,with reference to the findings of field research on provincial municipalities (i.e. municipalitiesin the centres of provinces in Turkey), how does local autonomy is perceived and interpreted bymunicipal politicians and administrators; what are the developments, deficiencies and/or concernsabout local autonomy; where should the boundaries of local autonomy be drawn , and etc. issues arediscussed. Thus, it is sought to contribute to the local autonomy debate having the potential to beone of the most important political-administrative problems in the near future within the frameworkof findings of empirical research.
