Use of information and communication technologies in public administration to provide e-services, increase public management effectiveness, improve democratic values and mechanicm, support innovatiness and socio-economic development could help public organizations' development and enhance the knowledge society. The interaction between tecnology, processes, social and cultural aspects, and public management function should be taken into account. In Turkey, e-government could achieve more gains in regard to meeting expectations for efficiency and effectiveness of public organizations.
