Özet

Developing inclusive local government policies to address urban risks directly affects the resilience and livability of cities. Given that women are disproportionately vulnerable to urban risks due to gender-based inequalities, municipalities, as key actors of local governance, need to integrate a gender perspective into their urban resilience strategies. Within this framework, this article seeks to critically examine the extent to which a gender perspective is incorporated into the resilience-oriented policies of municipalities in four cities: İzmir, Gaziantep, Bursa, and Samsun. Focusing on these cities is particularly significant because it enables an assessment of the extent to which these metropolitan municipalities, which claim to be "women-friendly", incorrporate gender equality into their efforts to address urban risks.
