Health reforms, shaped by factors such as demographic changes, technological developments and financial pressures, have been either debated or implemented almost in every nation. A basic objective of health reforms is to improve a dysfunctional health system which, perhaps, due in part to inefficient resource allocation, low quality services, inequity in accessing the health services, dissatisfaction, unfulfilled expectations and small gains as compared to the resources used.
