Abstract

In the historical process, the local governments have become increasingly important government units day by day. Therefore local governments need to be examined thoroughly. The typology studies for local governments focus on comparison of the countries' local governments and assert their similarities and differences. In this study, the local government systems of the member states of the European Union, the typological studies conducted in Europe and the local government reform in Turkey are evaluated together. Especially whether or not to include the Turkish local governments after the reform within a typology is analyzed. As a result, although Turkish local governments are most similar to the French Napoleonic Model among the European local government typologies, they have created an unique local government model in recent years.
