Özet

In Restraint in International Politics, Steele juxtaposes power with restraint. For Steele, “restraint is somewhat counterintuitive, involving an agent doing something they otherwise would not do” (p. 3). Restraint is, thus, not doing something that an agent has the opportunity, capabilities, and prevailing conditions to do successfully. In this book, Steele aims to address how and why an agent chooses to inhibit its own as well as others’ actions. To do this, Steele probes into the disciplining and oppressive functions of restraint, analyzing various cases from American history.
