Özet

The appropriate speed and order of reform in telecommunications sector have attracted heated debates in reforming countries. This paper evaluates the Turkish case with reference to evidence from the sequencing literature and the EU experience. Turkey's progress is in line with the mainstream applications and the experiences in the EU. The Turkish telecommunications sector has been liberalized, and there is a regulatory body monitoring market activities. Declining number of employees during the privatization period has improved the subscribers per employee ratio. However, the fixed line central capacity has not been enhanced, and the fixed line penetration rate has stayed behind the new members of the EU. Furthermore, information, incentive, and commitment problems have vet to be solved in the Turkish telecommunications sector.
